Update ChangeLog target.

Use /usr/share/gnulib/build-aux/gitlog-to-changelog (in the gnulib) package
instead of svn2cl, since we moved from subversion to git.

gitlog-to-changelog sums up the commits, whereas git2cl dumps them
individually.
